LEBANON -- A planning expert hired to study growth issues in Warren County told a regional planning commission Thursday that county roads, utilities and schools cannot handle already approved residential developments.

Sandra McKew, president of Hudson-based Strategic Public Policy consultants, was careful to say "it's nobody's fault" and "not a reflection on past practices or personnel," but due to the rapidly changing face of the county -- the second-fastest growing in Ohio for nearly a decade.
