WASHINGTON -- U.S. Sen. George Voinovich said Tuesday he may fight against an Ohio constitutional amendment being pushed by Republican gubernatorial candidate J. Kenneth Blackwell that would limit state and local government spending.

Voinovich, R-Ohio, a former Ohio governor, said Blackwell's proposal artificially caps spending without considering need.
