WASHINGTON -- With a little more than three months before Congress goes home for the year, Capitol Hill has turned into Veto City, with the Democratic-led Congress and President Bush at a virtual standoff over nine of the 12 federal funding bills and a handful of policy-related bills.

What that means is uncertainty for local lawmakers and contractors who wonder if Congress' inability to finish its funding bills -- as well as a looming standoff with the president -- will mean a dearth of much-needed local earmarks.
