DAYTON -- Leaders on both sides of Dayton teachers' labor dispute agree on this much -- state funding is the root of the district's money woes.

"I disagree with a lot of the ways the board has spent money the last few years, but I know and believe the bulk of the problem is state funding," said teachers' union president Pat Lynch.
