Riverside has it tough. It's one of the poorer suburbs you're likely to come across, ranking in the lowest 10 percent on income levels. On top of that, it has little in the way of a business tax base. Its employers who pay taxes are mainly small stores, and there aren't enough of them.

Land that might be in Riverside, like the Meijer store on Harshman Road, isn't, having been taken by Dayton at various stages. (Symbolically enough, though, the environmentally troubled, undevelopable land across Harshman from Meijer is in Riverside).
