It caught Carl Best by surprise when the county set the value on his Washington Twp. home at $179,110 -- about $7,000 more than he paid for it in December.

So Best appealed the valuation, asking that it be brought down to his $172,000 purchase price. He's one of 441 property owners who have filed appeals on the value set by Montgomery County Auditor Karl Keith in the six-year reappraisal completed last year. All but 10 are seeking a decrease in the value.
