WEST CARROLLTON -- Too much motor and not enough boat were factors in a deadly and relatively rare summer accident on the Great Miami River that took the life of Jeffrey T. Owens.

That's the conclusion of an Ohio Department of Natural Resources Division of Watercraft investigation obtained by the Dayton Daily News.
