TROY -- Eight vehicle titles turned over last week to a dozen people caught up in a swindle by a long-time Troy area used car dealer ended two years of headaches to clear up ownership of their wheels.

Some of the victims of Charles "Joe" Bowman, 52, gathered May 8 at the Miami County Safety Building with prosecutors, investigators and a bank president to hear what county prosecutor Gary Nasal called a unique settlement offer made possible by Monroe Federal Savings and Loan.
