PRESIDENT GEORGE W. BUSH AND HIS TOP BIGpicture adviser, Karl Rove, had a specific plan for avoiding the second-term doldrums that affect most presidencies: They would push hard on a broad range of major policy initiatives.

They would recognize that getting things done in a second term is harder than in a first. They would make sure that the president dominated political discussion, that he not come to be seen as a lame duck. They were particularly eager to be dominant in 2005, which might be their best year, given that the 2006 election might not go well.
