SPRINGBORO -- From his muffler and brake shop in Settlers Walk just outside the fence at Dayton-Wright Brothers Airport, Pat Hoban can watch planes descend between his business and a nearby gas station en route to the runway about 400 yards north.

Often, Hoban said, the planes come too low for comfort over the shopping plaza, especially student pilots doing touch-and-go landing maneuvers.
