Rising costs for seniors and low-income residents helped stifle passage of a $4 interim storm-drainage utility fee for single- family dwellings. The proposal fell one vote short of passage at the July 17 Trotwood City Council meeting.

The council has asked the department of public works to go back to the drawing board and redefine the language in the resolution. Changes could include consideration of a credit arrangement for seniors and provision of a fair-share contribution for storm- drainage utility fees from commercial and industrial businesses in Trotwood.
