HAMILTON -- While crafting his 2009 capital projects list, Butler County Engineer Gregory Wilkens fears conditions are conspiring to create congestion on local roadways in coming years.

Wilkens said the cost of building and maintaining roads is ballooning -- asphalt prices alone went from $94.50 per cubic yard in April to $122.50 per cubic yard in August -- and the state is shifting the responsibility for local roads to county engineers while it focuses on the aging interstate system.
