Dayton city leaders recently decided to address the issue of youth violence and related problems by promoting the idea of a "youth czar," to lead the charge down the battlefield.

I don't know about you, but I am old enough to recall a negative association with the word "czar," whereby the United States barely had diplomatic relationships with a nation whose leader was a czar. From Russia's Nicholas I forward, the moniker has been dubious, at best.
