DAYTON -- Build it, and they will come. It's become a familiar pattern with Montgomery County's jail.

In 1993, Montgomery County opened its current jail on West Second Street downtown and it had a capacity of 679 prisoners. Within two years, prisoners were being housed on cots on the jail gymnasium floor to handle a surge of domestic violence arrests.
