Clunkers Program a Double-Edged Sword ; Dealers Say They'll Miss the Traffic, Not the Headaches

When the federal government's so-called Cash for Clunkers program ends at 8 p.m. Monday, Aug. 24, auto dealers across the region will feel a mixture of gratitude, frustration and relief.

The program has had dealerships hoppin g with customers, but it has also generated an avalanche of paperwork, agonizing hours wrestling with an overburdened federal Web site, and precious few dollars in reimbursements to date. "It's kind of a double-edged sword," said Joe Hidy, owner of three dealerships and current president of the Dayton Area Automobile Dealers Association. "We're relieved because this Cash for Clunkers has totally taken over these dealerships. The program is not being administered efficiently at all. But it has generated traffic and sales that would not otherwise have taken place."
