DAYTON -- The Ohio Bureau of Workers' Compensation investment staff lacks the training, skills and people to oversee the $18 billion portfolio, said Tom Hayes, head of a three-member management review team.

The investment division has 12 people, including secretaries, to keep tabs on 156 investment contracts.
