DAYTON -- During most of the 30 years Kenton Domer-Shank has lived in Five Oaks neighborhood, the double at 900-902 Manhattan Ave. has been vacant.

He says the building's mismatched paint, broken windows and a 3- foot-deep porch hole not only create an eyesore, but a danger to the community.
