DAYTON -- Out-of-town landlords who paid a used-car price on the Internet to buy houses are renting to brazen criminals emboldened because they have no fear of eviction.
With the landlords as far away as Hawaii, New Jersey and even abroad, police and neighborhood activists say the situation increases crime rates and drives out homeowners in once-stable neighborhoods.See the full content of this document
