BETHEL TWP., Miami County -- The township trustees have in hand a long-discussed strategic development plan, but are struggling with how to put it to work.

The plan looks at how to preserve the township's open space while encouraging development in specific areas. It was drawn up as part of the township's response to annexation of about 1,000 acres to Huber Heights.
