DAYTON -- The board of trustees of the National Aviation Hall of Fame is working on a new business plan to revive the cash-starved organization and raise new donations.

The former executive director, who was laid off in November 2009, was hired back as a consultant in January to run the organization's biggest event, the annual July enshrinement weekend of activities when a new round of prominent aviation figures are inducted into the hall.
