OUTCOMES IN THE CONGRESSIONAL ELECTIONS suggest a hardening of partisanship among voters. In U.S. Senate races, the Republicans made gains in states that were destined to go heavily for President George W. Bush.

In the South, for example, they won several races for open seats that had previously been held by Democrats. In South Dakota they defeated Senate Majority Leader Tom Daschle.
