KETTERING -- Kettering is changing the way it handles dogs that must be held overnight after a complaint from a worker who overheard a dog frantically barking while confined in the city's animal control van.
The Dayton Daily News began investigating the policy after the same tip. Kettering Police spokesman Glen Evans said Tuesday afternoon, "It changed when it was brought to our attention."See the full content of this document
