Setback Won't Put Dai in Limbo ; Art Museum's Choice for Director Hasn't Said Why He Isn't Coming; Institute Moving Ahead with Plans.

DAYTON -- David Brigham, who was slated to take over the top spot at the Dayton Art Institute in less than three weeks, had little to say about why he isn't coming: "My statement is the Dayton Art Institute is a great museum. Period. Dayton is a wonderful community. Period," he said in a voice mail message. Brigham could not be reached for additional comments.

Resident Bristles at Housing Outcry ; Oakwood City Manager Says City Wouldn't Fight Section 8 Expansion.

KETTERING -- Penni Pickle moved into 520 Telford Ave., Apt. A, on June 7, the day the Dayton Metropolitan Housing Authority began leasing the 16 public housing apartments it spent $800,000 refurbishing. The woman had attended Oakwood schools until ninth grade before moving to Kettering. She had been living in Michigan but returned to the area to be near family and friends. Pickle, 44, who is on disability for emphysema and asthma, had been on a DMHA waiting list for a year.

Schools Won't Slip, Chief Vows ; Dayton Public Schools Superintendent Touts Progress Made Since 2001 'Academic Emergency.'

DAYTON -- The city's public schools will not slip back into "academic emergency" when Ohio releases report cards Aug. 14, Superintendent Percy Mack told district staff Wednesday. But Mack said he was unsure if Dayton would retain the "continuous improvement" rating -- the middle score on the state's five-step scale -- which prompted euphoria in the district last year.
