School Board Makes Plea for Passage of 16-Mill Levy

Dayton school leaders made an emotional plea to voters Thursday while acknowledging they are asking a lot by placing a levy estimated at 16 mills on the May 8 ballot. After the board voted unanimously to back the levy, President Yvonne Isaacs said it is needed to maintain academic progress and because the district's situation is grave.

Overhaul 'to Change the Way People Use Rta'

DAYTON -- In the biggest routing change since becoming a countywide bus service in 1980, the Greater Dayton Regional Transit Authority on Sunday will begin a new routing system that cuts average weekday service by 12 percent, modernizes and simplifies route networks and saves money. The changes cut daily bus trips downtown by 350. The most dramatic change will be seen at Third and Main streets, where RTA officials say daily transfers will be reduced by 68 percent.

Smoking Ban Enforcement Rules Drafted

COLUMBUS -- The Ohio Department of Health on Thursday filed draft enforcement rules for Ohio's new indoor smoking ban, triggering a 65- day process that could lead to full enforcement of the law as soon as April. Health department officials said they crafted the rules within the parameters of the law that voters approved 58-42 percent Nov. 7. They also took into account comments from nearly 4,000 Ohioans and members of the department's smoking ban advisory committee.

Local Soldier Killed in Iraq ; Vandalia Butler High School Graduate Came Home Days Before His Death to See His Newborn Son.

A Vandalia Butler High School graduate was killed Monday in Mosul, Iraq, eight days after becoming a father, the Department of Defense confirmed Thursday. Army Spc. Nicholas P. Brown, 24, died after an improvised explosive device detonated near his vehicle.
