COLUMBUS -- In an effort to make a fresh start, the Oversight Commission at the Ohio Bureau of Workers' Compensation on Thursday voted to terminate 69 outside managers who oversee $14.4 billion in investments at the troubled agency. The commission also changed the agency's policy, deciding to put nearly all investments in fixed-income funds that invest primarily in bonds with specified rates of return.
